Pattonville adopts new policy to comply with Missouri’s cell phone law

The Pattonville Board of Education on Aug. 12 approved a new policy and corresponding updates to student behavior guides to comply with a recently signed state law that prohibits student use of personal communication devices during the school day. The policy, JFCD (Student Use of Personal Communication Devices), applies to all Pattonville students and will begin when students return on Aug. 18. The goal of the law and Pattonville’s policy is to support learning and create safe, respectful, healthy and distraction-free environments for all students.

The law, which was signed by the governor in July 2025, requires all public schools in Missouri to create a policy that restricts student access to personal communication devices — including, but not limited to, cell phones, internet-enabled smartwatches and wireless headphones or earbuds — during the school day. A personal communication device is any portable device used to send, receive, store or view communication, information or images. 

Students will continue to use district-issued devices such as iPads for instructional purposes. 

Personal communication devices must be turned off and put in a backpack or locker from the first to the last bell of the school day, unless a specific exception applies. As outlined in the law, exceptions include:

  • When use is required by a student’s Individualized Education Program (IEP), 504 Plan or individualized healthcare plan;
  • During a medical emergency or other emergency situation; and
  • When authorized by an administrator for approved educational purposes.
